Guests count as well, so your starting team would be 1, 4, 5, 6, 7, 8, etc, because Vyce and Catiua take those 2nd and 3rd slots. This means that editing units past your first hires can be hard to keep track of, since even reshuffling them may leave you confused as to their number.
